Bernard Andries Roelvink was born in Bredevoort on 22 November 1818, the son of Mayor Arnoldus Florentinus Roelvink and Elzabé Maria Theodora ten Cate.
From 1843 to 1852, Roelvink served as clerk of the cantonal court in Aalten; prior to this, he was a deputy public prosecutor at the district court (arrondissementsrechtbank) in Zutphen. On 6 April 1852, he was appointed notary in Aalten by Royal Decree, succeeding his father in the role.
From 8 March 1853 until his death, Roelvink also served as a member of the Provincial Council of Gelderland for the Aalten constituency.
Bernard Andries Roelvink remained unmarried and died on 17 April 1882 at no. 385 in Aalten, now Haartsestraat 10.
After his death, he was succeeded by J.B.W. Maitland, who had until then been a notary in Dinxperlo.
